Yes, they will promote Google's Adwords keyword tool as a free option to help you find the right keywords but don't really explain using it.

They will say that the rest of the secret to getting first page search results is to create some fresh content, then go to other websites related to your business to post a few backlinks, and if you buy another not so white hat friendly product to help with back linking, you'll be good to go. 

Even though Google's Adwords keyword tool has been improved upon, if you've followed that advice, I can see why you are not on page one yet.

How do Google's Algorithms Determine SERP?

To optimize content so that it will please the top search engines to give you a page 1 placement, Google's adwords keyword tool, fresh content, and generated back links are not going to cut it. 

You have to know what criteria Google's multiple algorithms are looking at when it sends it's spider to crawl your page to rank it. Plus you have to understand how to meet and accommodate Google's expectations.

Luckily these expectations happen to be a lot of the same expectations that your target market would expect, especially since one of the main criteria that the Google penguin looks at is the user analytics of the content.

Google believes that the longer your visitors stay reading your articles, watching your videos, etc. the happier they must be with your content. Of course you want to make your target market happy so that your business will succeed. 

The remaining criteria that your SERP is based on include, but may not be limited to:

You can start with search engine submission to all the top search engines, as it lets them know about your internet content or business and will help get your content indexed faster. 

You can register your site with Bing here.  Since you're technically registering with Microsoft's Bing, once you are indexed, you should be on Microsoft's Yahoo and their smaller search engines as well. 

Register your sitemap with Google here. You may have to register with Google's Webmaster tools if you haven't already, but it is well worth your time as some of the webmaster analytics can be very useful in helping you reach your target market and staying on the 1st page of the top search engines.

Unfortunately the only other unlimited free keyword tool other than the Adwords keyword tool is Bing's keyword tool. If you want free, you can use both SEO tools to help find the best words related to your niche, but you first need to understand the information the keyword tool is displaying before it can even slightly help you find the right words for your topic.

The same goes for any white hat friendly keyword tool like SEMRUSH, which at least helps you understand it. They do have a free trial if you're interested.
